A foreign chief architect for Vietnam?

According to Deputy Minister of Construction Tran Ngoc Chinh, the chief architect is in charge of giving advice to the People’s Committee Chairman on related issues, he is not involved in administrative tasks. This is an opportunity for us to think of foreign chief architects.
